Rectory Farm - The developer (Cala Homes) applies to discharge a number of pre-commencement conditions

Rectory Farm – planning reference 24/02709/DRC - closing date for responses 24 December 2024

The site has now been sold by Angle Property to Cala Homes. During the Public Inquiry, a number of pre-commencement conditions were applied, which is standard to planning applications. Cala have now applied to discharge some of these conditions which include road works on the Hempstead Road, management of the construction traffic and extra technical information.

NB: This has no effect to the granting of permission but relates to how it is built.

The main points describing Cala’s actions in outlined as follows:

Construction

Is expected to start 25 March 2025 and possibly last for at least 160 weeks.

The site entrance will be opposite the footpath leading to Haverlock Road; the trees and hedgerow will be removed.

Retention of remaining hedgerow was raised during the Public Inquiry in April, as the existing hedgerow was promoted as a visual screen to lessen the impact of the new houses. No assurances were given.

Since April we have raised retaining the hedge with Dacorum a number of times, but have received no assurances that it will remain. The document states that a 1.8m temporary construction fence and later the new property fences will be erected. The exiting boundary fence for the site is buried in the hedgerow which has overgrown it. It’s possible that the whole length of hedgerow from Rectory Lane to the football ground could be removed with only woodland underplanting done at the end of the construction.

  • All parking and material storage should be on site with no parking for construction vehicles along the Hempstead Rd.

  • The site will operate Mon-Fri 07.30 (work start at 08.00) – 17.00 and Sat 08.00 – 13.00. * No Sundays or Bank Hols.

  • Deliveries should avoid peak periods.

  • No construction traffic to use Rectory Lane.

  • Deliveries can arrive via the north or south.

Note: Network House (opposite Apsley station) also now has permission to build 135 homes. We have suggested to DBC that construction traffic for this site should arrive and leave via the north through Apsley. Also that Rectory Farm should arrive and leave via the south to avoid all traffic going through Kings Langley.

Changes to Hempstead Road layout

New entrance / exit onto Hempstead Road

The northbound bus stop will be ‘built out’ so buses will stop in the carriageway and no longer pull in to stop. Vehicles travelling north will have to wait for the bus to move off.

South of this bus stop will be a new crossing point with a central island and a new right turn filter lane into the site will be created.
